For FY2025-26, the new marginal HELP repayment system raised the minimum repayment income threshold to $67,000.

Below $67,000 of repayment income, no compulsory repayment is required. Above $67,000, the marginal repayment rates start to apply (and under the new marginal system, the rate applies only to the portion of repayment income above the threshold, rather than to total income as under the old system).

Minimum repayment income threshold (2025-26): $67,000.

The controlling authority for the Higher Education Loan Program (HELP) is the Australian Taxation Office (ATO), which administers and collects compulsory repayments through the tax system. The loan scheme itself is established under the Higher Education Support Act 2003 (Cth) and is overseen by the Commonwealth Department of Education, with repayments collected by the ATO.
